The work is devoted to modeling and developing a web‑oriented information system called “Applicant’s Personal Account,” which is designed to automate the interaction between applicants and the National Testing Center under the President of the Republic of Tajikistan at all stages — from registration to the results of the distribution. The significance of this study is due to the need to digitalize the process of admitting applicants to educational institutions, reduce the manual processing of applicants’ data, and increase the transparency of the centralized entrance exam procedure for applicants. The article analyzes the technical area using existing personal account systems and formulates the functional and non‑functional requirements for the system being developed. Formal UML models were created: functional (a diagram of use cases), structural (an ER database model set to the third normal form) and behavioral (a diagram of the sequence of client-server interaction). A three-tier application architecture has been developed, including client, server, and information layers, and a technology stack has been selected based on it. ASP.NET . Load and acceptance testing confirmed that the system meets the established requirements for response time, availability, and security. The results obtained and the developed model can be used in the design of similar e-education and e-government systems, as well as adapted to solve related tasks, such as automation of admissions in educational institutions at various levels.
