Climate change creates significant risks for the hydropower sector of Tajikistan, reducing the projected electricity generation and, consequently, the market value of existing and prospective hydropower projects. Remote mountainous areas that are not connected to the centralized power grid are particularly vulnerable, where access to energy directly affects the quality of life of the population. The article substantiates the need to diversify energy sources through the development of small hydropower. The factors that determine the cost of small hydropower projects, including climatic, economic, informational, and technological factors, are systematized. It is shown that the use of digital management technologies (using the example of a floating combined power station) can reduce operational risks and increase investment attractiveness, thereby having a positive impact on the market value of such facilities.
